Research Ethics Regulations

제1장 총칙
제1조 본 위원회는 한국응용언어학회 윤리위원회라 칭한다.
제2조 본 위원회는 한국응용언어학회 회칙 18조에 의거하여 학회내에 둔다.
제2장 구성
제1조 윤리위원회는 편집위원회가 그 기능을 겸하는 것으로 한다.
제2조 편집출판 부회장이 당연직 위원장이 되고, 임기는 부회장의 임기와 같다.
제3장 기능
제1조 윤리위원회는 윤리규정 위반으로 보고된 사안이 있을 경우 이를 정확하게 조사할 수 있는 임무와 권한이 있다.
제2조 윤리규정 위반이 사실로 판정될 경우 윤리위원회는 상임이사회에 적절한 징계 조치를 건의할 수 있다.
제4장 윤리규정
제1조 출처를 명시하지 않고 자신 혹은 타인의 연구 내용 및 결과를 도용하여 새로운 연구 결과로 제시하는 경우 표절로 간주하여 윤리위원회의 조사에 부의한다.
제2조 타 학술지에 게재될 예정이거나 기 게재된 논문을 중복 투고 및 게재하거나, “응용언어학”에 게재된 논문을 학회의 동의 없이 타 학술지에 무단 중복 게재한 경우 윤리위원회의 조사에 부의한다. 미출간된 학위논문의 게재는 허용하되, 출처를 밝히는 것을 원칙으로 한다. 기출판된 학위논문의 경우는 중복게재를 불허한다.
제3조 “응용언어학”에 게재된 논문을 다른 곳에 중복 게재나 출판을 하고자 할 경우 학회의 사전 동의를 얻었음을 밝혀야 하며, 해당 논문이 게재되었던 “응용언어학”의 권, 호 및 쪽수를 명기하여야 한다.
제4조 편집위원회는 투고된 논문의 내용을 공정하고 정확하게 평가할 수 있는 심사자에게 심사를 의뢰한다.
제5조 편집위원회는 투고된 논문의 게재 여부가 결정되어 통보될 때까지 저자의 이름과 소속 및 논문의 내용을 공개하지 않는다.
제6조 심사자는 학술지의 편집위원회가 심사를 의뢰한 논문을 해당 분야의 전문성과 학회에서 정한 투고 규정에 근거하여 공정하게 평가한 후 심사 결과를 편집위원장에게 통보한다.
제7조 심사자는 심사 대상 논문에 대한 사항을 타인에게 공개하지 않는다. 또한 논문이 게재된 학술지가 출판되기 전에 저자의 동의 없이 논문의 내용을 인용할 수 없다.
제5장 윤리규정 시행 세칙
제1조 윤리 위원회는 표절, 중복 투고 및 중복 게재 등 윤리규정 위반으로 보고된 사안이 있을 경우, 위반행위를 입증하는 자료, 연구윤리규정을 위반한 회원의 소명 내용 및 기타 자료에 대한 조사 결과를 상임이사회에 보고한다.
제2조 윤리위원회는 윤리규정을 위반한 것으로 판정된 회원에게 징계 결정을 내리기 전에 충분한 소명 기회를 주도록 한다.
제3조 윤리규정 위반 사항에 대한 윤리위원회의 심의가 완결되어 최종적인 징계 결정이 내려질 때까지 윤리위원은 제보자 및 위반 당사자인 피조사자의 신원을 외부에 공개하지 않는다.
제4조 윤리위원회의 징계 건의가 있을 경우, 회장은 상임이사회를 소집하여 징계 여부 및 징계 내용을 최종적으로 결정한다.
제5조 “게재가”로 결정되거나 게재된 후에도 연구윤리 위반 사례가 밝혀질 경우에는 윤리원회의 의결에 따라 게재를 취소하고 향후 3년간 논문 투고를 불허한다. 윤리위원회의 결정사항과 별도로 상임이사회의 의결에 따라 경고, 공개 사과, 회원자격 상실 등의 추가 징계 조치를 취할 수 있다.
제6조 위반 사항의 조사와 관련된 기록은 조사 종료 이후 5년간 보관하도록 한다.
제7조 윤리규정의 수정 절차는 본 학회 편집위원회 규정 개정 절차에 준한다. 윤리규정이 수정될 경우 한국응용언어학회 회원은 별도의 서약 절차 없이 새로운 규정을 준수하기로 서약한 것으로 간주한다.
제8조 이 규정에 명시되지 아니한 사항은 한국응용언어학회 상임이사회의 결정에 따른다.
부칙
본 윤리규정은 2007년 11월 23일부터 시행하도록 한다.

Chapter 1 General Provisions
Article 1. This committee shall be called the Ethics Committee of the Applied Linguistics Association of Korea.
Article 2. This committee is established within the Association in accordance with Article 18 of the ALAK Rules and Regulations.
Chapter 2 Composition
Article 1. The Editorial Committee shall concurrently perform the functions of the Ethics Committee.
Article 2. The Vice President of Editing and Publication shall be the ex officio Chairperson, and the term of office shall be the same as that of the Vice President.
Chapter 3 Functions
Article 1. The Ethics Committee has the duty and authority to accurately investigate any reported cases of ethical violations.
Article 2. If a violation of the ethics regulations is confirmed, the Ethics Committee may recommend appropriate disciplinary actions to the Board of Standing Directors.
Chapter 4 Research Ethics Guidelines
Article 1. Presenting the research contents or results of oneself or others as new research results without citing the source shall be considered plagiarism and shall be referred to the Ethics Committee for investigation.
Article 2. Submitting or publishing a manuscript that has been published or is scheduled to be published in another academic journal, or re-publishing a manuscript published in Applied Linguistics in another journal without the consent of the Association, shall be referred to the Ethics Committee for investigation. Publication of an unpublished thesis/dissertation is permitted, provided the source is disclosed. In the case of an already published thesis/dissertation, duplicate publication is not permitted.
Article 3. When re-publishing or printing a manuscript published in Applied Linguistics elsewhere, the author must state that the prior consent of the Association was obtained and must clearly specify the volume, issue, and page numbers of the original publication in Applied Linguistics.
Article 4. The Editorial Committee shall request reviews from reviewers who can fairly and accurately evaluate the content of the submitted manuscript.
Article 5. The Editorial Committee shall not disclose the name, affiliation of the author, or the content of the manuscript until a final decision on publication is made and notified.
Article 6. Reviewers shall fairly evaluate the manuscript requested by the Editorial Committee based on their expertise in the field and the submission guidelines set by the Association, and then notify the Editorial Chairperson of the review results.
Article 7. Reviewers shall not disclose matters related to the manuscript under review to others. Furthermore, the contents of the manuscript may not be cited without the author's consent before the academic journal in which the manuscript is featured is published.
Chapter 5 Bylaws for the Enforcement of Research Ethics Regulations
Article 1. In cases of reported violations such as plagiarism or duplicate submission/publication, the Ethics Committee shall report the investigation results—including evidence of the violation, the explanation provided by the member who violated the regulations, and other relevant data—to the Board of Standing Directors.
Article 2. The Ethics Committee shall provide sufficient opportunity for explanation to a member before a disciplinary decision is finalized.
Article 3. Members of the Ethics Committee shall not disclose the identities of the informant or the person under investigation (the respondent) until the deliberation is completed and a final disciplinary decision is made.
Article 4. Upon a recommendation for discipline by the Ethics Committee, the President shall convene the Board of Standing Directors to make the final decision on whether to discipline and the nature of the disciplinary action.
Article 5. If a case of research ethics violation is discovered even after a manuscript has been "Accepted" or "Published," the publication shall be canceled by a resolution of the Ethics Committee, and future submissions by the author shall be prohibited for the next three years. Independent of the Ethics Committee's decision, additional disciplinary measures such as a warning, public apology, or loss of membership may be taken by a resolution of the Board of Standing Directors.
Article 6. Records related to the investigation of violations shall be kept for five years after the investigation is concluded.
Article 7. The procedure for amending these Research Ethics Regulations shall follow the procedure for amending the Editorial Committee Regulations of the Association. If the regulations are amended, members of the Applied Linguistics Association of Korea shall be deemed to have pledged to comply with the new regulations without a separate pledging process.
Article 8. Matters not specified in these regulations shall be determined by the decision of the Board of Standing Directors of the Applied Linguistics Association of Korea.
Addendum
These Research Ethics Regulations shall take effect as of November 23, 2007.
